Sidewalk settlement
The sections of my sidewalk have dropped at different heights. What do I do about it?
Sidewalks are poured in panels, and panels move independently. That is by design — the joints between them are there to let each section respond to its own conditions — but it means a walk that has settled unevenly shows it as a set of steps between neighbours.
Two things make this different from the other settlement pages. Sidewalk work is often the least expensive concrete intervention available, because panels are small and lifting or grinding a single one is a modest job. And a raised edge on a walk people use is a liability question in a way that a dropped patio is not.
What it is
Panel displacement means one section has moved relative to its neighbour, producing a vertical lip at the joint. The lip is what catches a toe, a stroller wheel, or a mobility aid.
Direction varies and matters. A panel can drop, leaving a step down; or be pushed up, leaving a step up. Those have opposite causes — the first is support loss, the second is usually something pushing from below.
Because panels are small and independent, the pattern across a run of walk is informative. One displaced panel points at something local; a progressive tilt along several suggests a broader ground movement or a root system.
What seeing this cannot establish
- The size of the lip does not tell you the cause. A quarter-inch lip from root growth and a quarter-inch lip from base washout look identical.
- Whether the panel dropped or its neighbour rose is not always obvious, and getting it backwards leads to the wrong repair. A level run across several panels usually resolves it; a single joint does not.
- Nothing visible from above establishes whether a root is under the panel. That often only becomes clear when the panel is lifted or removed.
What this can be associated with
Candidate explanations, not findings. Nobody can establish which applies to your concrete without seeing it.
- Tree roots growing beneath a panel, which can be associated with panels that have been pushed up rather than dropped
- Base material washed out along the walk, which can be associated with water running along its length
- Frost action lifting a panel seasonally in a freezing climate, which can be associated with movement that partly reverses
- Utility trench or service crossing beneath, backfilled and still consolidating
- Soft or organic ground beneath one panel that was not addressed at construction
What you can safely check yourself
- Lay a long level or straightedge across three or more panels and photograph from the side. This is what reveals whether one dropped or one rose.
- Measure the lip at the worst joint. Even an approximate figure changes the conversation, and it is what a municipality will ask about.
- Note the position of nearby trees and whether roots are visible anywhere along the run.
- Note whether the lip is consistent across the joint or tapers, which suggests tilt rather than uniform drop.
- Check whether water runs along the walk rather than off it, and photograph after rain.
- Establish whether the walk is on your property or in a public right of way. This determines who may repair it and whether a permit is involved.
When this is frequently cosmetic
- A very slight, consistent height change across a joint with no lip that catches a foot
- Panels that have tilted slightly but still drain away from the house and present no edge
When professional evaluation matters more
- The lip is large enough to catch a toe, a wheel or a cane — this is a liability matter and worth addressing regardless of the cause
- The displacement has increased between dated observations
- Several consecutive panels are tilting the same way, suggesting broader movement
- The walk now directs water towards the house or ponds against a foundation
- The panel is cracked as well as displaced, which changes the repair options
When replacement enters the conversation
- The panel is broken into several pieces rather than displaced whole
- A root beneath the panel needs addressing, which lifting alone does not do
- The surface of the panel is deteriorating as well as displaced
- Multiple consecutive panels have moved and the base along the run needs rebuilding
Evidence worth having before you ask for estimates
Every item here is something you can produce without tools or risk, and every one of them makes an estimate more accurate.
- A side-on photograph with a level across three or more panels
- A measurement of the largest lip
- Photographs showing nearby trees and any visible roots
- A note of whether the walk is public or private, and the municipality if public
- Any record of a complaint, notice or inspection if one has been raised
Questions to ask whoever comes out
- Would grinding the lip be enough here, or does the panel need lifting?
- If there is a root involved, does your scope address it, and what happens to the tree?
- Can you match the existing finish if a panel is replaced?
- Is this panel in the public right of way, and does that change who can do the work?
- How many panels are you pricing, and what happens if you find more once you start?
Where estimates for this commonly differ in scope
These are the places two prices for apparently the same work stop being comparable.
- Grinding a lip flush and lifting a panel back to grade are different outcomes at different prices. Grinding removes the hazard and leaves the panel low; lifting restores the profile.
- Panel counts vary between estimates for the same walk, because contractors draw the boundary of the affected area differently.
- Root work may or may not be included, and it may involve a decision about a tree that is not the concrete contractor's to make.
- Where the walk is public, permit responsibility and specification compliance are frequently unstated.

Conditions in this band do not usually become emergencies, but they rarely improve on their own and repair costs tend to rise with the affected area.

Common questions
Am I responsible for the sidewalk in front of my house?
It varies by jurisdiction and it genuinely does vary — in many places the walk is in the public right of way but maintenance is the adjoining owner's responsibility, and in others it is not. This is one to establish with your municipality rather than to assume, because it determines who pays and whether a permit is needed.
Is grinding a good fix for an uneven sidewalk?
For removing a trip lip, it can be an effective and inexpensive answer. What it does not do is restore the panel to its original height or address why it moved. If the panel is still moving, or if the profile matters for drainage, grinding is a hazard fix rather than a settlement fix — which may be exactly what you want.
Can a panel pushed up by a tree root be lifted or ground?
Grinding can remove the lip. The complication is that the root is still growing, so the displacement can return, and dealing with the root involves a decision about the tree that a concrete contractor is not usually the right person to make. Worth asking an arborist as well if the tree matters to you.
How much of the sidewalk needs doing?
That is genuinely a judgement call, which is why panel counts differ between estimates for the same walk. Ask each contractor to mark the panels they are pricing, in your presence or on a photograph. It is the single easiest way to turn three incomparable prices into three comparable ones.
