Concrete leveling and repair in the Columbus, Ohio metro

Two questions decide most concrete problems in central Ohio, and the first is not about concrete at all: whether the slab is yours to repair. The walk, the curb and the driveway approach usually sit in the public right-of-way, and Columbus, Dublin, Westerville, Hilliard, Gahanna and Upper Arlington do not answer that the same way as each other.

Central Ohio puts residential concrete through a winter that crosses the freezing point repeatedly rather than settling into a hard freeze, on terrain shaped by river valleys that cut through otherwise gently rolling ground.

Columbus has also grown steadily outward for decades, which means the metro contains flatwork from every era in quantity — and the era usually determines which questions are worth asking.

What central Ohio does to concrete

The damaging part of an Ohio winter for concrete is the cycling, not the cold. Concrete that is wet when it freezes is stressed from within, and a season that swings back and forth across freezing delivers more of those events than one that freezes once and stays frozen. Add de-icing salt on driveways and walks, and the surface takes the brunt.

That is the mechanism behind the scaling and spalling that turns up on central Ohio driveways, aprons and steps — most visibly on concrete that was finished with excess water worked into the surface or cured poorly when it was placed.

The Scioto and Olentangy rivers, and the smaller creeks feeding them, cut through the metro and give the area more topographic variation than a first look suggests. Properties near a watercourse or on the slope down to one behave differently from properties on flat ground a mile away, both in how water moves across them and in what is underneath.

What is under any individual slab varies from property to property, and no page can tell you what is under yours. That is what a contractor with a probe is for.

How the metro was built, and why it shows up in the concrete

Columbus has grown by steady outward expansion rather than in a single burst, which means the metro contains a fuller range of concrete ages than a fast-growth market does — genuinely old flatwork close in, mid-century flatwork in the inner suburbs, and continuous new construction on the edges.

Close to the centre, older neighbourhoods were built with alleys, detached garages and a comprehensive public sidewalk network. Concrete there is old enough that settlement is usually historic, and the live questions are surface condition, cracking and trip hazards.

The ring of suburbs built from the 1980s onward brought the familiar pattern: subdivision development on former farmland, homes on graded and filled ground, wide driveways serving attached garages. Fill consolidates for years after construction, so settlement shows up in neighbourhoods that are not old.

The practical consequence is the same as in any mixed-age metro: the useful first question is not what is wrong with the concrete, but when the concrete went in.

Who repairs the walk, the apron and the curb — by jurisdiction

The concrete between your front door and the street is usually not all yours to decide about. The walk, the curb and the driveway approach normally sit in the public right-of-way, and who pays to repair them is set by the jurisdiction, not by the contractor quoting the work.

Central Ohio does not answer that question the same way twice. One suburb repairs walks itself at no direct charge to the owner; the next places the whole obligation on the owner; a third splits the cost, but only if you stay inside its programme. The state-law baseline

The state-law baseline is Ohio Revised Code 729.01, which lets a municipal corporation require the owners of abutting lots to construct or repair sidewalks, curbs and gutters — and, where those owners do not, to have the work done and the cost recovered. Every local position below is a different answer to that same permission.

What this table does not settle

  • This table is about the public right-of-way. Your driveway behind the approach, your patio, your garage floor and your steps are yours in every one of these jurisdictions, and no programme here touches them.
  • Programmes change, budgets run out, and zone schedules move. Confirm your own position with the jurisdiction before you commission anything — the linked page for each row is the one to check.
  • Being responsible for a walk is not the same as being free to repair it however you like. Every jurisdiction here requires a permit for right-of-way work, and several set the specification the repair has to meet.
  • None of this decides whether your slab should be lifted or replaced. It decides who pays, which is a different question, and usually the one that has to be answered first.

Where each repair is the wrong choice

Nearly every guide to a sunken slab is published by a business that fixes sunken slabs. That is not a criticism of the guides, several of which are genuinely good — it is a limit on what they can contain. A contractor who lifts concrete cannot write the sentence "in your case, replacement is cheaper", and nobody at all writes "leave this one alone".

So this table runs the other way round. Each option is described by the situations in which choosing it is the mistake, because that is the half of the comparison you cannot get from the companies bidding on the work.

Slurry lifting (mudjacking, slabjacking)

Pumps a cementitious slurry through holes in the slab until the slab lifts back toward where it started. The concrete itself is not replaced.

Wrong choice when:

  • The slab is broken into pieces rather than settled as one intact panel. Lifting fragments moves them independently and leaves a worse surface than the one you started with.
  • The ground underneath is soft or poorly compacted fill. Slurry is heavy, and adding weight to material that has already shown it cannot carry weight invites the next settlement.
  • The surface itself has failed — the scaling and spalling common on salted central Ohio driveways and steps. Lifting a deteriorated slab produces a deteriorated slab at the correct height.
  • The reason it dropped is still running. Where a downspout, a leaking line or an alley that sheds water badly is feeding the void, lifting corrects the symptom on a schedule set by the water.

Polyurethane foam lifting (polyjacking)

Injects an expanding foam through smaller holes; it expands, fills the void and raises the slab, adding very little weight.

Wrong choice when:

  • The slab is cracked through, for the same reason slurry is wrong there. Lightness does not make fragments behave like a panel.
  • The concrete is at the end of its life anyway. Foam is the more expensive material per unit, and spending it to reposition a slab you will replace within a few years is the most expensive way to buy a short delay.
  • The lift is being sold on speed alone. Returning to use quickly is a real advantage on a working driveway and no advantage at all on a back patio, and it is not a reason to prefer the method on a slab that suits the other one.
  • Nobody has established where the void came from. Foam fills a void beautifully and diagnoses nothing.

Replacement

Removes the concrete and pours new, which is the only option that lets the base underneath be corrected before anything is placed on it.

Wrong choice when:

  • The concrete is sound and has simply moved. Replacing an intact panel to correct height is buying a new slab to solve a problem lifting solves.
  • The drainage that caused the settlement has not been dealt with. New concrete over the same water behaves the same way, on roughly the same timescale, and costs considerably more the second time.
  • Only one panel of a run has dropped and the rest is in good condition. A replaced panel next to older ones will not match, and matching matters more on a front walk than most people expect.
  • You are being quoted replacement without anyone having probed for a void or asked when the concrete went in. The answer may still be replacement; an assessment that skipped those questions has not shown it.

The fourth option: Nothing yet

Leaves the slab alone, deliberately and with a date to look again — the option that appears in no contractor's comparison.

Wrong choice when:

  • The offset is a trip hazard at a door, a step, or on a public walk. In Columbus that is not only a safety question: the city treats a deterioration or offset over one and one-half inches in depth as just cause for repair, and the obligation sits with the abutting owner.
  • The slab is draining toward the house rather than away from it. Water against a foundation is not a problem that waits politely.
  • It is still moving. Settlement that is measurably continuing is a reason to find out why now, whatever you then do about the concrete.
  • You are selling. Whatever you decide, the inspection will find it, and finding it yourself first is the cheaper order to do it in.

What to have ready before a contractor visits

A site visit goes better when the answers are already on paper. Most of what a contractor needs to quote settlement work is information only you have — when the concrete went in, when it started moving, where the water goes — and none of it needs a specialist to record.

Fill this in, take the five photographs at the end, and the visit becomes a quote rather than a qualification call.

What is moving, and how far

  • Which slab: driveway, apron, garage floor, public walk, front steps or stoop, patio, pool deck.
  • Rough dimensions of the affected area, and how many separate panels are involved.
  • The largest drop, measured at the worst joint, with a tape laid across it.
  • Which way it now slopes: toward the house, away from it, or sideways.
  • Whether the slab is cracked through, or has settled as one intact piece.

Why it may have moved

  • When the concrete was poured — a year, or "with the house" if that is all you know.
  • When the movement became noticeable, and whether it is still going.
  • Any excavation, utility trench, new drain line or landscaping nearby, and when.
  • Where every downspout within reach of the slab discharges.
  • Any sump discharge, irrigation line or known leak near it.
  • Anything visible at the slab edge: washout, a void, soil that has eroded away.

Water, which decides more than anything else

  • Whether water stands on the slab after rain, and exactly where.
  • Whether water runs toward the foundation.
  • Any gutter, grading or drainage work already planned or recently done.
  • For an alley apron: whether the alley itself sheds water or holds it.

Access, which decides the price more than people expect

  • Whether a truck can park within about a hundred feet of the work, and on what surface.
  • Gate width, if the work is in a back yard.
  • Overhead branches or wires.
  • Anything standing on the slab that has to move: vehicles, a hot tub, planters, an AC unit.

Scope, and who decides

  • What you actually want: the height corrected, the trip hazard gone, joints sealed, or all of it.
  • Whether anyone has already recommended replacement, and on what grounds.
  • Any previous lifting on this slab, and roughly when.
  • Whether this is tied to a sale, an inspection item or an insurance claim, and any deadline.
  • Whether the concrete is in the public right-of-way — if it is, which permit your jurisdiction requires.

Five photographs that usually remove a second visit

  • Any crack photographed straight down, with something for scale.

Why does my concrete surface flake after only a few winters?

Early surface scaling usually points at how the concrete was placed and cured rather than at what has happened since. Excess water worked into the surface during finishing, finishing before bleed water has left, insufficient curing, or inadequate air entrainment in concrete that will be saturated and frozen all weaken the top layer. Freeze-thaw cycling and salt then do the rest.

Does being near the Scioto or Olentangy affect my concrete?

It can. Proximity to a watercourse changes how water moves across and through a property, and slopes down to a river valley behave differently from flat ground. That is a reason to mention it to a contractor assessing settlement, not a reason to expect a problem.

Who is responsible for the sidewalk in front of my house?
