Flaking and scaling concrete
The top surface is peeling away in thin layers or fine flakes.
Scaling is the loss of the surface layer of concrete in thin flakes or patches. It differs from spalling mostly in scale and depth: scaling takes the top skin, spalling takes chunks. Between the two sits a debonded surface layer, where a layer separates from the slab below before any of it has come off.
It is very common on exterior flatwork in climates with regular freezing, and it is more often about how the concrete was finished and cured than about anything that has happened since. Small isolated craters are a different mechanism entirely, because a popout comes from a single particle rather than from the surface as a whole.
Why the top layer comes off
Concrete gains most of its surface durability from a dense, well-cured top layer. Several things weaken it: working excess water into the surface during finishing, finishing while bleed water is still present, insufficient curing so the surface dries too fast, and — in freezing climates — inadequate air entrainment in concrete that will be saturated and frozen.
Once that layer is weak, freeze–thaw cycling and de-icing salts do the rest. The damage often appears in the first few winters, which is a clue that its origins are in the pour rather than in the years since.
What can actually be done
Scaling that has already happened cannot be reversed. The realistic options are to leave it, to resurface where the concrete underneath is sound, or to replace where it is not.
Sealing sound concrete that has not yet started scaling is genuinely worthwhile in freezing climates, because it reduces how much water the surface absorbs. Sealing concrete that is already scaling does not stop it.
Reducing further damage
Minimising de-icing salt on vulnerable concrete helps. Sand provides traction without the chemical effect. Keeping water from pooling on the surface helps. Where a new slab is going in, the pour and cure decisions are the ones that matter most, which is a reason to ask about curing when getting quotes for new flatwork.
The first winter matters more than the ones after it
Concrete continues to gain strength for a long time after it is placed, and a surface exposed to freezing and to de-icing chemicals in its first season is being tested before it is ready. A great deal of the scaling that shows up on flatwork in its second or third year traces back to what happened in its first.
Where new concrete has gone in late in the season, it is worth asking the contractor directly what they recommend for that first winter, and whether they would rather you kept salt off it entirely. Sand gives traction without the chemical effect and is a reasonable substitute for one season.
This is also a fair thing to raise before agreeing to a late-season pour at all. Some contractors will tell you honestly that waiting until spring is better for the concrete, and that answer is worth more than the earlier start date.
What to ask a contractor
- How deep does this go — is the concrete underneath still sound?
- Is this a resurfacing candidate, and what preparation would it need?
- Would sealing the areas that have not started help, and with what product?
- For new concrete: how will you cure it, and for how long?

- The mechanism is repeated expansion of water within the concrete as it freezes, which damages the surface from just below it.
- That produces a pattern of loss different from mechanical damage or from a finishing defect.
- Exposure depends on how wet a surface stays and how much sun it sees, not on regional climate alone.

Why we say this, and when it may not apply
Surface conditions are the ones homeowners most often misattribute, and freeze–thaw is one of the few with a mechanism distinctive enough to narrow things from appearance alone.

- That the surface in question actually goes through freezing while wet, which varies within a single property.
- That the appearance has not been altered by a coating or a previous repair.
When this may not apply
- In regions where freezing is rare, other surface mechanisms are far more likely and this is not the first explanation.
- Where a coating has failed, the appearance can mimic this closely.
- Where de-icing salts have been used, the picture is mixed rather than clean.
What would change it
- Whether that specific surface stays wet longer than the rest of the property.
- What has been applied to it, including de-icer.
- Whether the loss is confined to the top layer or goes deeper.
Strong field consensus does not mean this: It does not mean the question is closed, and it does not mean a contractor who sees it differently is wrong or dishonest. Consensus is a description of what most people think, which is not the same as proof.
Common questions
Is scaling a structural problem?
Usually not by itself. It is a durability problem in the surface layer. It becomes more than that when it progresses deep enough to reach reinforcement, or when it appears alongside settlement or widespread cracking.
Can I resurface over scaled concrete?
If the concrete underneath is sound and properly prepared, often yes. The preparation is the whole question: all loose and weak material has to come off first, or the overlay bonds to material that is already failing.
