Resurfacing or replacement

One contractor wants to resurface my driveway and another wants to tear it out. They cannot both be right.

They can both be right, and which one is depends almost entirely on a thing neither of them is pointing at: the condition of the slab beneath the surface. Resurfacing puts a new wearing layer on top of what is there. Replacement removes it and starts again. The visible surface is what prompted the question and is the least useful evidence for answering it.

This is the largest cost fork in residential concrete, which is why it attracts the least honest sales conversations. What each method actually involves is described on its own terms in resurfacing and overlays and in what replacement involves.

What it is

Resurfacing bonds a new cementitious layer — thin overlay, micro-topping or a stamped system — to the existing slab. The old slab remains, carries the load, and continues to do whatever it was already doing.

Replacement breaks out and removes the existing concrete, and usually addresses the base beneath it, before placing new concrete.

The distinction that matters: an overlay inherits the slab. Every movement, every active crack and every settlement below it carries through to the new surface, on the slab's timetable rather than the overlay's.

What it does not do

  • Resurfacing does not repair a slab. It changes what the slab looks like.
  • An overlay does not stop movement, close an active crack permanently, or re-level a settled section.
  • Replacement does not fix drainage or soil on its own — new concrete placed over the same conditions that destroyed the old will follow it, more slowly.
  • Neither is a decision that can be made from a photograph, which is why an estimate produced without anyone walking the slab is quoting a guess.

Where they genuinely overlap

  • Both leave you with a new-looking surface, and on a slab that qualifies for either, that is genuinely the same outcome for a while.
  • Both are undone by the same thing. Water that undermined the original slab will undermine a replacement and will move the slab under an overlay.
  • Neither is a substitute for drainage correction, and neither usually includes it.
  • Both are quoted per area, so both are sensitive to the same disagreement about how much of the slab is in scope.

What changes the answer

  • Whether the existing cracks are moving or dormant, and how that was established rather than assumed
  • Whether any section rocks, sounds hollow, or sits at a different elevation from its neighbours
  • Whether water currently drains away from the structure across this slab
  • Whether the original failure came from the surface down or from the base up
  • What the finished height would be at every threshold and edge the slab meets
  • How long you intend to keep the property, which changes how much of the slab's remaining life you are buying

The cheaper first number is not the cheaper decision. The honest ten-year comparison is not overlay life against slab life. It is that an overlay on a sound slab is a reasonable purchase of surface, while an overlay on a compromised slab buys a few seasons and then costs the removal as well. Ask each contractor to state, in writing, what condition they assessed the underlying slab to be in and how — that sentence is worth more than either price.

  • What condition did you find the existing slab to be in, and how did you establish that?
  • Are the cracks I have active or dormant, and what tells you which?
  • If you overlay this, what happens to those cracks in two years?
  • What will the finished height be at the garage threshold and at the edges?
  • Does this correct the fall, or preserve it?
  • If the overlay fails, what does putting it right involve?
  • What is being done about whatever caused the original surface to fail?

Where estimates for this commonly differ in scope

These are the places two prices for apparently the same work stop being comparable.

  • Resurfacing estimates often exclude crack preparation and any repair of the existing slab, which is where an apparently cheap overlay becomes a different number.
  • Replacement estimates vary enormously on base work — some include re-compaction or new aggregate and some assume the existing base is reusable. Compare that line before comparing totals.
  • Removal and disposal of the old concrete is a real cost and is not always shown separately.
  • Neither type of estimate usually includes drainage correction, and on a slab that failed from water, that is the work that decides whether the new surface lasts.

Common questions

Can you resurface a cracked driveway?

It depends on whether the cracks are moving. An overlay bonded over a dormant crack can hold; over an active one it generally reappears through the new surface, because the movement below has not stopped. The useful question to ask a contractor is not whether they can do it but what tells them the crack is dormant.

Is resurfacing cheaper than replacement?

Usually, at the point of purchase, and that is a fair reason to prefer it where the slab qualifies. It stops being cheaper if the slab does not qualify, because a failed overlay generally has to be removed before anything else can happen — so the comparison is only meaningful once somebody has assessed what is underneath.

How long does a concrete overlay last?

We are not going to publish a figure, because on residential slabs the overlay is rarely the limiting factor. What limits it is the slab beneath and whatever caused the original surface to go. An overlay on a sound, stable slab with the drainage corrected is a different product from the same overlay on a settling one.

My slab has settled at one corner. Can that be resurfaced?

Resurfacing will not correct elevation — an overlay follows the surface it bonds to. Settlement is a separate question with its own answers, and lifting the slab is one of them. That has to be settled before any surface decision, not after.

How do I tell which one a contractor is actually recommending and why?

Ask them to write down the condition they assessed the existing slab to be in, and how. A contractor recommending an overlay who can describe the slab underneath is giving you an assessment. One who describes only the surface is giving you a product.
